A project of the General Economics Division of the Bangladesh Planning Commission funded by the Government of the Netherlands

The Bangladesh Delta Plan (BDP) 2100 Formulation Project is led by the General Economic Division of the Bangladesh Planning Commission and is supported by the Government of the Netherlands. In 2012, in the presence of Prime Minister Sheikh Hasina, a Memorandum of Understanding was signed between the two countries to cooperate on delta planning. After a preparatory study, the Bangladesh Delta Plan2100 Formulation Project was launched by AHM Mustafa Kamal, Minister of Planning in August 2014 at the NEC Conference Hall of the Ministry of Planning.

The technical assistance team for the Bangladesh Delta Plan 2100 Formulation Project consists of the Bangladeshi-Dutch BanDuDeltAS consortium and Bangladeshi research organization PRI (Policy Research Institute) The BanDuDeltAS consortium is led by Dutch consultancy firm Twynstra Gudde. Other partners and contractors in BanDuDeltAS are Euroconsult Mott MacDonald, ECORYS, Witteveen+Bos, D.EFAC.TO, Deltares, Wageningen UR, UNESCO-IHE, the Climate Adaptation Services Foundation, Center for Environmental and Geographic Information Services (CEGIS) and Institute of Water Modelling (IWM). BanDuDeltAS is further assisted by the Gender and Water Alliance Project Bangladesh. The consortium reflects the wide variety of expertise required in the preparation of the Delta Plan.

Michaël has worked as a project manager on multiple international projects after completing his Masters in Linguistics from Tsinghua University. He has a Bachelors in Computer Science from Stellenbosch University and one in Linguistics/History from Utrecht University.

Aline te Linde
Strategy and Management Consultant

Aline has 15 years experience as researcher and consultant in the water sector. She is based in the Netherlands and has working experience in Bangladesh, Iran, Indonesia, Puerto Rico, United States and several countries in Europe. Her main expertise is flood risk management, water governance, strategic planning and water diplomacy. Aline has a PhD on the impact of climate and socio-economic change on flood risk in the Rhine basin, and the effectiveness of (cross-boundary) water management practices.

Deputy Team Leader

Giasuddin worked on both the Bangladesh Water Development Board and our partner organization, CEGIS. He is currently contracted through Mott MacDonald to help lead the Bangladesh Delta Plan. He earned his Masters in Hydraulic Engineering from Delft University.

Shaker bin Shams
Asst. Deputy Team Leader

Shaker was a Junior Consultant at Mott MacDonald before joining Bangladesh Delta Plan. He obtained his MSc in Climate Change and Development from the Independent University of Bangladesh.

Adeeb Choudhury is part of the Euroconsult Mott MacDonald Bangladesh office. He is working as Consultant in Economics & Research in the fields of private sector development, primary and secondary economic research as well as providing support for Bangladesh Delta Plan 2100 project implementation and coordination.

Communications Expert

Zulyad is a Development Communications Graduate from the Independent University, Bangladesh. He is currently part of the Euroconsult Mott MacDonald Bangladesh office working as a communications consultant looks after communications and PR at the Bangladesh Delta Plan

Research Assistant

Bushra completed her B. Sc. in Civil Engineering from the University of Asia Pacific. She worked as a Junior Water Resource Engineer for CEGIS and as a Project Officer for the Nuffic-NICHE BGD 155 Project, funded by the Netherlands. She is currently working as a Junior Researcher at the Bangladesh Delta Plan 2100 Formulation Project.

Md. Sabbir Ahmed

Md. Sabbir Ahmed has been working for Bangladesh Delta Plan 2100 Formulation Project as a Researcher, in the Investment Plan team to prepare Project Concept Notes, Baseline Study Reports and in the mobilizing of Delta Ateliers. He obtained a Bachelor of Science in Civil Engineering from Islamic University of Technology (IUT) in 2012.

Research Assistant

Mr. Ahmed pursued his B.Sc. in Water Resources Engineering from Bangladesh University of Engineering and Technology (BUET). His expertise lies in hydrological analysis, flood modelling, groundwater simulation etc. He has hands-on experience in qualitative and quantitative research. In BDP he is involved in formulation of concept note for investment plan, analytical report writing and coordinating Delta Ateliers.

Fred is an International Water Supply Management expert. He is also head of the Water Supply Business Unit at Witteven & Bos. He received his MSc in Civil Engineering from Delft University.


William Oliemans
Water Resource Mgmt. Advisor

Now an expert advisor at Deltares Consulting, Oliemans holds a Masters Degree in Land and Water Management at Wageningen University. He also holds a Postgraduate diploma in Business Administration from Open University.

Catharien is a researcher and consultant with Alterra. She received her MSc in International Land & Water Management from Wageningen University, where she still teaches and researches.


Anne Loes
Spatial Planning Consultant

Anne Loes Nillesen is the founder and director of Defacto consulting.She completed a masters degree in architecture and urbanism at Delft University of Technology (TU Delft) with honours. She subsequently studied at the Berlage Institute ‘Centre for advanced studies in architecture and urban design’.



William built up a 20 year international track record often focussing on the nexus of urban development and water. He is a regular visitor of Bangladesh and has been working extensively on flood risk management (FP7 CORFU project, WOTRI-IP, Urbanising Deltas 2). Currently acting as project coordinator, he leads UNESCO-IHE’s efforts in capacity development in the Delta Plan.

Minhaz has worked as a Junior Sociologist at CEGIS after completing his Masters in Social Work from Rajshahi University. He has a Course Certificate on Management of Land Acquisition, Resettlement & Rehabilitation (MLARR) from BRAC University and is currently contracted through CEGIS to work for the Bangladesh Delta Plan.

Atiqur is currently involved in working with the Investment Planning team as a consultant. He completed his B. Sc. in Civil Engineering from Bangladesh University of Engineering and Technology (BUET) in 2011 after which he joined CEGIS as a Junior Water Resources Engineer at the Water Resources Management Division.

Sadia has completed her B.Sc Civil Engineering from Ahsanullah University of Science & Technology and currently completing her M.Sc in Water Resource Engineering from Bangladesh University of Engineering andTechnology.
